What is the difference between a regular Prepaid data plan and Always On? 

A regular Prepaid data plan has a preset amount of data and an expiry date, Always On does not have an expiry nor a preset data limit. It works based on your core Prepaid credit balance. If you have Top-Up, you will have access to Always On. You get to pick which type of data activation suits you better!
