Telem Mobile Plans – Terms & Conditions
Telem Mobile services are governed by our General Terms and Conditions General Terms and Conditions and are subject to the Service Specific Terms outlined below. In case of a discrepancy between the Service Specific Terms and the General Terms and Conditions, the Service Specific Terms prevail.
Mobile Prepaid
Telem Prepaid plans offer a flexible, pay-as-you-go solution with no contracts or monthly commitments. Calls are charged per second, and all incoming calls are free of charge.
All Prepaid data plans have a fixed activation period. Remaining data will only roll over on selected plans. Discounted pricing is available on select plans when auto-renew is enabled and will be applied automatically after the first month. Upon activation, customers receive an SMS with the plan’s expiration date. If data is depleted before the end of the plan period, customers may activate a new plan at any time.
Mobile Postpaid
Telem Mobile Postpaid plans are all-in-one packages that include voice, SMS, and data — designed to suit a variety of usage needs. Plans are available exclusively to Telem Mobile Postpaid customers.
Minutes
All Postpaid plans include both on-net and off-net minutes. On-net minutes apply to calls between TelCell mobile numbers and Telem landlines. Off-net minutes apply to calls made to other local Dutch St. Maarten operators.
Select plans include unlimited minutes, defined as 2,900 on-net minutes per month under a fair usage policy. Once this limit is reached, standard rates apply. Local and international calls not covered by the bundled minutes are billed at standard rates.
Data
Plans may include rollover data, allowing unused data to roll over for one (1) month. A 3GB data add-on is available for $10. Roaming is automatically enabled on all Postpaid accounts.
SMS
Included SMS allowances apply to on-net messages only (TelCell to TelCell).
Application Requirements
Customers must be 18 years or older and provide a valid Dutch ID or Passport along with proof of address (a Census Office registration form no older than 6 months or a utility bill no older than 2 months). If a local ID is not available, a recent Census registration combined with a non-local ID is acceptable.
Business Applicants must submit a Chamber of Commerce registration (no older than 6 months) and a valid ID or passport of the listed director/manager.
Telem reserves the right to terminate service in cases of non-compliance with these terms. With 30 days’ notice, Telem may unilaterally adjust the nature of the service. If such a change negatively impacts service quality, the customer may cancel the contract without penalty.
Mobile Postpaid – Junior Plan
The Junior Plan is designed for youth accounts and must be linked to an active parent or guardian’s Telem Mobile Postpaid Plan. Parents can add up to four (4) Junior Plans under one main account.
Each Junior Plan includes:
– 4GB of data
– 100 minutes (local numbers only)
– 150 SMS
In addition, the Junior can call one mobile number (parent/guardian) and one landline number for free — even after the regular bundle is depleted. Services automatically renew on the 1st of every month. The $25 monthly fee is billed to the parent/guardian’s Postpaid invoice.
Requirements
Junior must be under 21 and present valid ID or Passport.
Parent or guardian must hold an active Telem Mobile Postpaid Plan.
When the monthly bundle is depleted, all services are suspended except for the free calls to the parent/guardian or designated landline.
Mobile Postpaid – Senior Plan
Designed for customers aged 60+, Senior Plans offer an all-in-one package that includes voice, data, and SMS — with the same Postpaid flexibility and roaming options.
Application Requirements
– Minimum age: 60 years
– Valid photo ID
– Proof of address (utility bill no older than 2 months, or a Census Office registration no older than 6 months)
– Application fee: $15
Mobile Flex
Telem’s Mobile Flex plans are built for adaptability, putting customers in full control of their mobile usage. All Flex plans include bundled minutes, SMS, and data. When your monthly bundle is depleted, simply Top-Up to continue using your plan until your next billing cycle. The plan resets automatically each month.
Minutes
All Flex plans include on-net minutes (TelCell to TelCell and TelCell to Telem landlines). Off-net calls can be made by topping up. Standard local and international calling rates apply beyond the bundled minutes.
Data
Flex plans include rollover data, valid for one (1) month. Customers can use the My Telem app to purchase out-of-bundle data plans at any time. Roaming is automatically activated.
SMS
All SMS allowances apply to on-net messages (TelCell to TelCell).
Application Requirements
Applicants must be 18+ and provide a valid ID and proof of address (as outlined in the Postpaid section above). As with other plans, Telem reserves the right to terminate service in case of non-compliance or to revise the plan structure with 30 days’ notice. Customers may cancel without penalty if changes negatively impact service quality.
Roaming
Telem Mobile Postpaid, Flex, and select Prepaid plans include automatic international roaming, allowing customers to stay connected while traveling abroad—no manual activation required. Roaming usage is charged separately and based on the applicable zone and service type.
Upgrades
Customers may upgrade to a higher Postpaid package free of charge at any Telem branch.

All Prepaid credit is valid for 60 days from the time of last Top-Up: whether you Top-Up $1 or $100. If no Top-Up has been purchased for 60 days, you have a 7-day grace period in which you are able to stay connected and receive incoming calls and SMS messages even without credit. Should you purchase Top-Up within the 7-day grace period you will automatically recover any lost credit. If you do not Top-Up within 7 days, your account will expire, and any unused credit will be lost.
How long is my Prepaid Top-Up credit valid for?
All credit is valid for 60 days from the time of your last Top-Up.
Can I receive calls after my credit expires?
Yes! Even without credit, you receive incoming calls and SMS messages, within a 7-day grace period.
What happens if my credit expires?
Top-Up within 7 days of expiration to recover any expired credit. If you do not Top-Up within 7 days your accounts will expire, and unused credit will be lost.

Recharge your Prepaid account with the purchase of a Top-Up card or purchase your Top-Up by a reseller or Telem branch. Provide the agents with your phone number and the amount you would like to add to your account. Top-Up any amount between $1 to $200 at a time. The credit will be added to your mobile prepaid account instantly.

Always On Data ensures your Top-Up gives you access to continuous data connectivity with standard rates. All Mobile Prepaid customers can take advantage of Always On Data once you have sufficient core balance and the APN in your mobile device.
Always On Data is the default way for Mobile Prepaid customers to have access to data, however, should you wish to not utilize this service you can either opt for a Prepaid Data plan or simply turn off your mobile data.

- Tap Mobile data slider to the left.
Mobile Prepaid customers will be charged $0.10 per 20MB, and it will be deducted from your core balance.
How to register at a WIB ATM
- Choose Phone Recharge from the main option screen
- Choose SMS Registration
- Choose your Telephone Service Provider
- Enter your mobile telephone number
- Choose if you would like to recharge other phones
- You will then receive a registration receipt from the ATM
Once the process has been completed, you will receive a SMS message confirming registration. In this SMS message your Passcode will be delivered. This Passcode is needed to send all recharge requests and should be kept in a safe place.
